    The Academy of a leading international charity seeks a Programmes and Grants Coordinator.     Candidates should be confident and highly organised with a natural communication skill and experience in working for an international NGO. The successful candidate will be educated to degree level, ideally with an appropriate post-graduate qualification or will have significant experience in workforce development regardless of sector. The candidate will have experience in developing concept papers, proposals and bids. The post holder will have an excellent level of computer literacy and excellent written and spoken English and Arabic languages.

    Islamic Relief Worldwide are recruiting for an experienced International HR Manager who will lead the International HR Services Unit, provide required HR support, guidance and advice to international program in IRW (Expatriate staff) and worldwide offices. The role will lead and oversee all deliverables of the HR Services related to International HR support function. S/he will manage international staff recruitment, immigration compliance, global staff screening, compliance with data protection standards and other legal/benchmarked standards in order to ensure IRW is clear of staff with any illegal, criminal, fraudulent or terrorist background, hence protecting the organisation from legal and reputational risks.

    The International HR Manager will be accountable for the delivery of all international HR work-streams within IPD and international IR offices. The job holder will lead on the implementation of key aspects of the unit’s work plans, systems, processes, policies and strategies. The post holder will also play a key role in enabling the organisation to manage and improve staff well-being by directly contributing to the wellbeing agenda. The job holder will support line managers in dealing with employee relation cases i.e. disciplinary, grievance and performance.

    The successful candidate should have a degree in a management or social science related field, preferably in HRM or Business Studies. A post graduate qualification will be an advantage. A CIPD or equivalent professional qualification is required, although extensive and relevant HR experience may be considered. The successful candidate will have HR leadership experience across multiple countries with experience of working within a complex and matrix organisation structure. The post holder will have proven experience of developing and implementing strategies and work plans which help to deliver the wider organisational objectives. The post holder will be willing to travel to and stay in remote locations and in difficult terrains. The successful candidate will have proven experience in providing a variety of broad administrative and employee relation services in a large organisation, especially in the NGO sector.

    Background

    Islamic Relief Somalia (IRS) has been operating in Somalia since 2006 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence.

    Position background

    The position will be reporting to Project Manager Puntland, and will be in charge of the day-to-day construction sites management and overseeing of the construction process in all the schools under his coverage area .He/she will contribute to the design stage, supervise the contractors to ensure good workmanship as per set standards and specifications and timely completions of the construction work.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Overall lead for field implementation (implementation at construction site) of project activities and community mobilization

    Supervision of contractors in all construction sites to ensure the construction work is done professionally.

    Ensure the construction work is done as per technical specification and good workmanship

    Collaboration with various stakeholders for the approval of infrastructures design and standards mainly the Education authorities

    Monitor the work, progress tracking and prepare regular progress of work to be submitted to the Senior Engineer.

    Maintain a filing system for all site memos and instructions, measured quantities of work, reports, and an electronic library of photos and other documents and correspondence pertaining to the construction activities

    Facilitating construction companies to correct interpret standard drawings and putting them to scale on the ground and ensuring that materials and equipment used for construction works are acceptable quality and quantity approved and as specified in the BOQs.

    Assist to prepare /revise bills of quantities and proposals for the construction /rehabilitation works, and ensure that they are in line with caritas guidelines and intervention strategies interventions.

    Advise the project manager on levels on completion of all construction works and commitment of the contractors to conforming to the details of their contracted works.

    External coordination with respective line ministries and clusters on regular basis and project update sharing.

    Be familiar with, and ensure the adherence to, the organization’s policies and procedures.

    Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and Islamic Relief’s policies and procedures.

    Any other assignment given by supervisor/line management.

    ACCOUNTABILITIES

    • Work independently on tasks related to project planning and implementation with periodic reporting and direction from supervisor;
    • Make decisions on project implementation and its daily management responsibly based on available resources, skills and knowledge of staff and access to affected communities;
    • Ensure implementation of locally appropriate and feasible projects in close consultation with local authorities and communities;
    • Proper management of financial resources, equipment and project utilities.
    • Work in adherence to IR’s policies and procedures.

    Qualifications, Experience and skills

    • University of diploma of civil engineer, structure or architecture and other relevant field from recognized university.
    • Minimum of 03 years’ experience including at least 01 years working for national and international NGOs in pure construction.
    • Knowledge of community based approaches in humanitarian and development settings is desirable.
    • Knowledge of international standards such as Child protection, Sphere, do no harm, CHS and HAP is desirable.
    • Experienced in rural and water infrastructure construction management.
    • Competency with the analysis of contextual information, and developing clear, informed recommendations.
    • Proficiency in English (Written and spoken) is essential
    • Good IT skills. Knowledge of Microsoft Office Word and Excel is essential.

    Overall Responsibility

    To be responsible for the day to day activities of Emergency and Implementation of all Emergency projects for IRS in Banadir Region in a timely, accountable and quality manner IRS is looking for professionally confident, self-motivated, experienced and committed team player to fill the position Project Officer based in Mogadishu- Banadir Somalia.

    Technical line management of the Project Assistant/food monitors and Community Mobilizers and directly coordinate with the other departments

    Main Duties and Responsibilities.

    · Implementation of all Emergency projects in Mogadishu/Banadir in a timely, accountable and quality manner.

    · Documentation and reporting of all emergency interventions

    · Line management of project staff including Project Assistant/Food monitors/Water monitors/Hygiene Promoters/construction supervisors

    · Coordination internally (IR departments) and externally (relevant stakeholders)

    · Specific duties and Roles:

    · Oversee the implementation of all emergency project activities including but not limited to food and NFI distribution, water supply, hygiene promotion and primary health care in IDP settings in Banadir region to ensure the project is completed in a timely and accountable manner.

    · Set up, plan, supervise and monitor the project at the field level to ensure the successful implementation of all projects activities, the generation of planned outputs and attainment of key project objectives.

    · Ensure needs assessment and sectoral assessments are conducted as and when required.

    · Ensure that all activities undertaken are appropriately documented and properly maintained (beneficiary lists, distribution records, training log sheet etc.).

    · Ensure timely and accurate reporting of all activities on daily, weekly and monthly basis to Area Manager/Emergency Programme Manager

    · Contribute to donor reports through data sharing as well as case studies.

    · Monitor project expenditures to ensure they are in line with IRS and donor requirements.

    · Manage project staff including project assistant, food monitors, hygiene promoters and construction supervisors in an organized and systematic manner.

    · Act as an interface between field team in Banadir and IRS relevant departments in Mogadishu office for provision of timely and effective support to emergency response operations.

    · Coordinate with local authorities and all agencies including UN, INGOs and NGOs responsible for and working in IDP settings to avoid duplication and appropriate reporting in DOCC and clusters.

    · Help ensure a balanced, representative and inclusive team and compliance process in consideration of equal opportunity and cultural sensitivity at base levels.

    · Perform other duties requested by his/her supervisor.

    Requested profile

    · Bachelor’s Degree or equivalent in Development studies, Social science or other relevant discipline

    · At least three years emergency response experience in similar position in NGOs/INGOs

    · Project management experience and familiarity with institutional donor funded projects

    · Advanced proficiency in written and spoken English, track record of writing project reports

    · Sound understanding of humanitarian principles, international standards including CHS and Sphere standards

    · Ability to train, mobilize, and manage national staff

    · Flexibility and ability to multi-task under pressure;

    · Ability to work well in unstable and frequently changing security environments;

    · Proven ability to work creatively and independently both in the field and in the office;

    · Good inter-personal skills, commitment and motivation

    We are currently recruiting for a Country Director based in Afghanistan. The Country Director will undertake overall responsibility for managing IRW’s interventions in the country to the Country Programmes and Regional Strategies, outlining resource requirements of the programme, and periodically reassessing the programme to meet its short & long term needs. The core responsibility of the job will be to strengthen IRW’s visibility and to ensure that all programme activities are implemented, monitored and evaluated in a timely manner and in line with IRW’s strategic parameters.

    The Country Director will be responsible for managing a team of up to 125 national and expatriate staff. You will be monitoring risk management and ensuring compliance & quality improvement of the country programme. In addition, you will be reviewing and reporting the progress of finances to the International Office in Birmingham and to project donors.

    The successful applicant will need to have previous experience working in a senior management position in an INGO working in developing countries in rehabilitation, development or emergency contexts. The job holder should have previous knowledge and experience of fundraising from and dealing with EC, ECHO, UN and DFID. The Applicant should possess strong networking and advocacy skills by demonstrating previous engagements with institutions and government departments. In addition, substantial experience and knowledge of effective budgetary control and grant management is required.

    Excellent communication skills in English are required, knowledge of Pashtu or a local language is desirable.
